Gheorghe IANCU – E-Voting – Modern way of forming the Parliament

E-voting is a possibility for the voters to express their political option and to exercise their right to vote in a different place than the polling station. E-voting can contribute to reduce the number of absent voters. It cannot be mistaken or identified with the vote expressed via letter, although the E-mail is a mean to transmit a certain kind of correspondence. This paper identifies the principles specific to the E-voting, its effects on the expression of the political will of the citizens; it also mentions the specificity of the procedure of E-voting in all its stages and all the consequences on the main stages of the electoral process, as well as the specific rules of security and control that have to be foreseen when implementing this kind of vote.
