Pertaining to electoral system and referenda, electoral bureaus are temporary administrative authorities with jurisdictional duties. The choice of an administrative jurisdictional procedure before them is optional. However, administrative acts of electoral bureaus can be controlled by the judiciary through special administrative courts.
